VIDEO: A Tale of Two Troupes

By Antonio D. French

Filed Wednesday, August 29, 2007 at 9:55 AM

Last week, Alderman Charles Quincy Troupe (D-St. Louis) appeared on Lizz Brown's radio show and was quoted in the St. Louis Argus screaming to high heaven about how horrible the proposed Distressed Areas Land Assemblage Tax Credit was for north St. Louis.

He even attacked St. Louis' black delegation to the state legislature for supporting the tax credit earlier this year.

But when he testified in Jefferson City before the special House committee examining the bill, Troupe had nothing but praise for the bill.

"Mr. Chairman, I think the bill is a great bill," said Troupe. "I think it brings a lot of economic development to the area and I support everything in this bill," said the former state representative.

"nothing but praise for the bill" I was there and saw Troupe's entire testimony (not just PubDef's version), I don't think you are being fair to the facts.

You can watch the entire video at the link posted in the story. Troupe said he thought the economic development package was a Christmas Tree for legislators all over the state "with the exception of the Land Assemblage part of the bill."

Troupe went out of his way to praise the Land Assemblage Tax Credit.

Lizz Brown does and particpates with those who would deceive the black community.
Troupe has to play her little game so that he has access to the airwaves-See what happened to Eye on The Lou with Irene J. Smith.

"screaming to high heaven about how horrible the proposed Distressed Areas Land Assemblage Tax Credit was for north St. Louis."

Well, the Distressed Areas Land Assemblage Tax Credit IS horrible for north St. Louis.

The meaningless changes made in committee don't affect its underlying flaw -- it's designed for one project, and no others will qualify.

But those changes sure make our elected officials look like they are listening to criticism and doing the right thing while not pissing off McKee (Hubbard's $10,000 man).

Lizz Brown apparently has banned her "friend" Irene J Smith from her show! I heard the terrible argument they had on air when Lizz verbally attacked Irene's goddaughter ( Jamillah Nasheed).I started to call the police and send them to the radio station because it sounded like it was about to be a fight! That was about a month ago and Ms. Smith hasn't been back on Lizz's thursday at 7:00AM program Eye On The Lou!Is their friendship over?

He, like the other aldermen who are against the Assemblage Bill, simply want to get paid just like the state legislators and Mayor have been paid.

They are confronting McKee using the language of the preservationists and urbanists in order to shake him down for cash. Eventually they will show their colors and support whatever suburban project he wants. This is because they are not preservationists or urbanists. They have no standards when it comes to development.

This is what local control is about.

And Hubbard is wanting local control so that aldermen will get paid and in exchange support him for the Senate race.

Troupe has long had a history of speaking with a forked tongue. Maybe, he should bare responsibility for the blight of this community from his 30 years of "leadership". Troupe and Lizz Brown should form a "shake down" consulting firm. No wonder why the 1st Ward looks like the suburbs of hell!

Suburbs of hell, huh? Interesting....

In the 60s, my father-in-law visited St. Louis for a dental convention. When we moved here in the 80s, he tried to talk us out of it because he thought St. Louis was like hell on earth.

Maybe my father-in-law wasn't that far off?

what is the deal--that troupe is talking out of both sides of the mouth or that he actually supports. it seems like the anger is selective; there were a number of so-called community leaders and politician-wanna-bes (the tillmans, mccoys and morrises of the world) who testified in favor of the bill. why not go after them

The problem is the McCoys, Morris haven't given conflicting positions (Jefferson City version and St. Louis version). Ald. Troupe either doesn't understand the words that are coming out of his month, or lying. Let him choose. Or maybe, we shouldn't take for granted that just because he's served 28 years in the legislature that he understands the process.

exhpdkiWell 1st Ward residents will probably have Yaphett serving as their alderwoman come 09............Replace one crook with the next crook. How could she work for pinnicale and her faith is staunchly against gambling? Plus she and her hubby believe that the governor whould excercise his right impose martial law on the northside residents, meaning they could arrest you and your not garenteed habeas corpus, you could be shot by National Guardsmen and they face no repercussion and so on and so on. Shameful.

I would move the hell out the first ward if I lived there. But that just me.
